Summer Gasoline Prices Again Headed Higher

Rubatex Msds Gasoline prices, which have soared 27 percent in the past three months, are headed upward in coming weeks to perhaps the third-highest level ever, Energy Secretary Spencer Abraham said yesterday.

We have these massive swings from where it's been ludicrously cheap, $12 to fill up your car, to $25. That hurts. That's a dramatic increase."

Wholesale Rubber John Lichtblau, chairman of the Petroleum Industry Research Foundation in New York, agreed that summer gas prices will not reach the highs of 2001. Nonetheless, he said, "consumers ought to get used to" the higher prices they now are paying.

"When you have these sharp increases recently, it was caused by extraneous forces," such as the political turmoil in Venezuela and Iraq's announcement that it would halt oil exports for 30 days in an effort to force Israel to pull out of the West Bank. Rubber Industry Economist Philip K. Verleger Jr., the BP senior fellow at the Council of Foreign Relations, said he sees other broad factors also playing into the recent gas price increases, such as a 2 to 3 percent annual increase in demand for petroleum products at a time when refining capacity has only increased 1 percent.

Industrial Petroleum Products As a result, "you raise prices to balance the market," he said. "That's what a free market is."

Petroleum Refiner Part of that demand, he said, also has been brought on by the buying public and its love affair with gas-guzzling sport-utility vehicles and Congress's unwillingness to raise fuel-economy standards to force manufacturers to increase SUVs' gas mileage.

Petroleum Products "Congress has said the consumer has a divine right to drive the biggest gas hogs they can," Verleger said. "And [the auto manufacturers in] Detroit, when they sold all those SUVs last fall at zero percent [financing], failed to tell consumers they'd have to pay 20 percent more for gas this spring."
