State Parks Squeezed, Shut By Deepening Budget Woes

Rubatex 180 Fs * In Indiana, at least four boat ramps and portions of two reservoirs have been closed. That created long lines for boaters elsewhere. ''We've also cut back hours at pools and interpretive centers,'' says John Baker, assistant director of finances for the state Department of Natural Resources. ''Campgrounds scattered around the state will be closed.'' Part of Indiana Dunes State Park, a beach on Lake Michigan that is popular with vacationers from nearby Chicago, has no lifeguards on weekdays.

Tubac Presidio State Historic Park, site of the state's first Spanish settlement, was closed earlier this month, which cut short festivities marking its 250th anniversary. <> * Alaska has closed or partially closed 11 parks, including three at Big Lake, a widely used vacation spot on the main highway between Anchorage and Fairbanks. Outhouses were boarded up, drinking water shut off and garbage pickup canceled. The Department of Natural Resources has warned the public to expect ''increased lawlessness and vandalism . . . at all (closed) facilities.''
Rubatex 320 No precise nationwide count of parks that are closed or restricted is available. In many places, only parts of parks are closing, and only for certain periods, says Glen Alexander, executive director of the National Association of State Park Directors.
Rubatex 373 ''We feel like we've taken quite a pounding,'' says Stephen Ogilvie, financial manager of the Utah State Division of Parks and Recreation, which has staved off closing three parks by persuading cities or counties to assume ownership permanently. Utah raised its park admission fees this year from $5 to $7 per carload. ''We think if we raise them any higher, people will stop using the parks,'' Ogilvie says.

People were swimming and putting boats in the water, and the motor home area was full. There was no ranger, but volunteers had been picking up trash. For all intents and purposes, it was fully functioning.''
